I've looked around this section and found a download for the file, of which the error I'm receiving from this is as stated:

Failed to load control 'RichTextBox' from Richtx32.ocx. Your version of Richtx32.ocx may be outdated. Make sure you are using the version of the control that was provided with your application.
But, sadly, the download does not fix my problem. I've downloaded the file directly to the NarutoWeb folder, and copy/pasted it myself. It didn't make any difference. On top of this, I downloaded from two other sources (ascentive.com and ocxdump.com) and those files didn't do a thing either.
try doing a search on your computer for Richtx32.ocx...
if the file is found on your harddrive, go to whatever folder/directory it is within, rename the file "richtx32backup.ocx" and then put a richtx32.ocx that you downloaded into the same directory..
Just in case you didn't catch that do you run Windows XP Office or Mac OS 10, or what?
If you run windows but you are not sure go to your " My Computer" Icon, right click it and select properties. Go to the General Tab, it should be the first two lines.

I tried copy/pasting the new download into the Windows/system32 folder, but then, afterwards, it had another error dealing with the same file. I'm going to continue working on this theory to fix my problem, and I'll download a few other files.

I redownloaded the game, for I was not doing anything else and I just sat back and watched some television while it went about its downloading. I clicked on "Submit", hoping not to have the usual error box pop up, and none did. It didn't go through, though, so I'm assuming that the server is down.
I thank you all for your input and help, but I do believe redownloading fixed the problem.
