Dude that is several times better. Now you need to get your line art improved. So basically, you can draw the clothes, but its good to make sure they are symmetrical. So, his vest for instance - draw the right side first and then copy+paste it and flip it and then put it on the left side. make sure you do this BEFORE you shade and color in. As in, do this part with black outlines of clothes. Then start coloring/shading.
Another tip. After you finish shading, go back and recolor the outlines of the character. For instance, Kakashi's hair is gray/silver... so why does it have a black outline? The black outline makes it look out of place, so in your color palate, create a color that is based on the gray/silver of the hair, but make it a little bit darker and lower the saturation just a tiny bit... then use that color for the outline of the hair instead of black... Same goes for other parts of the body and clothes... base the outline color on the color of the item or body part.
